Este artículo presenta los resultados de una investigación sobre la elaboración de un protocolo de participación ciudadana para potenciar el desarrollo endógeno en el cantón Salinas. El estudio se enmarca en un paradigma sociocrítico con un enfoque cualitativo, cuantitativo. La población de referencia fue la población económicamente activa del cantón Salinas, estimada en 3808 habitantes, de lo cual se obtuvo una muestra de 398 encuestados, el instrumento de recolección de datos demostró una excelente consistencia interna, avalada por un Alfa de Cronbach de 0,920. Los hallazgos muestran la necesidad de resignificar epistémicamente la participación ciudadana para asegurar su efectividad y real contribución al desarrollo endógeno.&#13;

Abstract (English)&#13;
&#13;
This article presents the results of a study on the development of a citizen participation protocol to foster endogenous development in the Salinas canton. The study is framed within a socio-critical paradigm with a qualitative and quantitative approach. The reference population was the economically active population of the Salinas canton, estimated at 3,808 inhabitants, from which a sample of 398 respondents was obtained. The data collection instrument demonstrated excellent internal consistency, as evidenced by a Cronbach’s alpha of 0.920. The findings show the need to epistemically reframe citizen participation to ensure its effectiveness and genuine contribution to endogenous development.&#13;
